If possible, turn the setscrew hole up, douse liberally with PB Blaster, and walk away.

The setscrew pushes down on the end of the half moon key forcing it to jam the pulley. The key then rusts in this position., plus the end under the set screw is distorted and doesn't want to slide easily. Some lube and light heat will help. Watch out with the puller, try to use a bearing splitter behind the pulley not pulling on the grooves (which tend to break). A few light taps on the side away from the set screw, while under puller load, may help.
