How can rust be removed from steel shims?

Those little stainless steel (toothbrush sized) wire brushes work pretty well, and they will tolerate a little toilet bowl cleaner to assist.

I would use the rusty shims as a pattern and make new ones. You can buy shim stock different thicknesses at NAPA or such by the sheet. What area are the shims for?

for a few shims, i would probably lay one on a table top and hold down with one hand. take a piece of 100 grit sand paper and sand one side by hand, rotate 90 degrees and keep going... if i had a lot of parts i would try electrolyis.
