2290 Remote Valve Hyd Problem

I have a 2290 that the #2 remote valve does not provide good flow and pressure. Moving the flow control valve does not make a difference. If we plug a hyd pressure gauge into the #2 coupler we get 2000 psi for a little bit (1-2 sec) and then it drops back to 1500 psi. If we activate #1 or #3 while testing #2 it jumps to 2300 psi. If we check #1 or #3 alone we get 2500 psi. Several years ago we overhauled all the remote valves for a similar problems and at that time we thought we had this problem fixed. At that time se replaced the primary and secondary shuttle valves along with all of the o-rings. Anyone have any ideas?

the biggest problem i have with these valves is in back next to the tractor is a small screwdriver head screw take it out there should be a o-ring about the size of a pencil it will be broke or gone the valve has to come off to get to it, the 96 series went to a nylon ring, easy stuff first.
