Case 400 carb

I have a case 400 that I purchaced 3yrs ago in many parts, and after a complete engine overhaul, clutch, and machine work. It is all together and seems to be a very impresive tractor. One thing I don't know is why would gas drip out the bottom of the carb and what is the initial settings for the carb. Is the small needle the idle and large the load? I don't get much of a change by turning them in or out. The carb is a M-S tsx616.

Any help would be great.

Sounds like the needle is not shutting off in the carb. You probably should replace needle and seat and set the float. A service manual should tell you what the float should be set at. You are correct on the idle and load adjustments.
