I have a 211B which doesn't have the power it should. The governor is working. Power valve on the carb is adjusted. Doesn't smoke and uses very little oil. Runs smooth, doesn't miss. Have not run a compression check. Engine just pulls down at the slightest load. Can't run in 4th gear, unless your going down hill. Any help or suggestions would be appreciated.

Scott, It sounds like you are having a coil break down or you do not have a good gas supply to the carb.
Pull the coil wire out of the cap ,and lay it so that it is about 1/2 inch way from steel, without touching it crank the engine and see if you have a good spark, should jump the gap with no problem. Take the line off the carb and turn the gas on and see if you have a good flow of fuel,if it does not run out at a fast pace , look for blockage.Make sure you do not have sparks when you do the fuel test, don't want a fire.
Hope this helps you .

Have you checked the timing? Hook it up to a load and twist the distributor a little to see if it helps. I figure it needs advanced. Sometimes people retart the timing to hide engine problems such as worn rings or a rod that's knocking.
