When I release the clutch pedal the tractor doesn't want to move, I have to set there and work the throttle to get it to move, I don't know if it is the clutch or something else, could someone please suggest something.

Check the clutch pedal free travel. It should move 1 inch before feeling resistance. If the free travel is good, a new clutch is in your future.
