Bad Bad Timing Help

I got a 1947 S C Case from a farmer last winter. Did not run. I have started on it. I can not get the timing right. He must have had the gears out some time. Its off one or two teeth. I was wondering if I can take out the Mag and housing it bolts to out instead (Starter side)of taking off the all the front end. Will the Governor come out too? I sure would be thankful for Info. Thanks E.R.G.

Can't you just pull the rotor out of the mag and set it like you want and reinstall it. It should be gear driven. I believe a screw holds it in place.
