The clutch on my 1980 380ck should release in two steps - transmission first then pto.It appears that someone installed the transmission clutch spring cups into the inner clutch cover instead of the outer clutch cover resulting in both discs releasing at once.Is this a mistake on some mechanics part or is there an advantage to this.

I don't think the cups can be installed in the inner cover. Have you got this apart? I think your problem is the three adjusting screws are in too far.
