There should not be a tooth to jump in the steering gear. The stop is on the rear arm that comes out of the gear box. If the stop is cut off the arm goes all the way around. Has the "chicken roost" been modified so it is to short or to long? Or may be that one of the arms has been changed. If you know of another CC you might want to compare parts. I think you will find the problem. For the brakes: They are a band type brake. Pull the cover off and check the linings first. If OK take the slack out of the band and it should be OK. If linings are bad bulk linings of the proper width are available to rivet to the bands. Good Luck
