1410 hydraulic control valve

In reassembling a 1410 Case/DB hydraulic control valve I have found that the "lubrication pipe" does not fit snugly to the "control valve assembly", even with the adjustment screw tightened as far as it will go. Still a gap of about 1/4". Is this supposed to be this way, a bushing missing, or something else.

The pipe you are referring to is a single pipe with a tapered round elbow end. The tapered end goes against the side of he valve and is held against it by a bolt thru the housing from the outside of the tractor with a locking nut.

It is suppose to be against the valve, not a sealed fit but a snug fit. Do you think some one changed out the bolt for a shorter one.
