I recently acquired a 400 diesel, pretty good shape and running, but it will not rev up or idle down in a timely manner. It takes several seconds to go up or down, like 20 or 30 seconds. Is this a simple fix, or do I need to have the injector pump rebuilt? Any help will be greatly appreciated.

If your injector pump is an in-line Bosch pump, there should be an access plate (like Keith said), just below the injector line connections. Once you remove this plate, you can very very carefully work the speed control mechanism back and forth to loosen it up. The throttle has a direct mechanical link to the governor, but the governor has a spring-link to the speed control on the injector pump. On my Case 700, I sprayed WD40 on the speed control mechanism (toothed rack) and carefully worked it back and forth to loosen it up....then washed the WD40 off with motor oil. Good Luck.

In my it manual it shows an inspection cover on the side of the pump and inside there is moveable parts that get gumed up. If you clean it out and lube it it should free up. hope this helps
