Paul, I would fix the slow return to high pressure upon releasing the clutch before worrying about the low pressure reading. I think your problem is a sticking/malajusted spool on the Case-O-Matic control valves. The manual (both the factory and the IT version) go through a very thorough troubleshooting procedure: be sure to adjust the linkages to the two spools properly, most problems are solved by linkage adjustment; a $8 pressure gage and a few fittings provide better pressure readings than the go-nogo gage in the panal (160psi at filter, 30 psi clutch in, 110-130 psi clutch out---these numbers are from memory as I don't have my manuals handy at the moment). A spacer can be used to compensate for a weak spool valve spring. The good news is that the parts are available and not expensive. The bad news is finding out exactly what's wrong is tedious, and even when all works well, gears grind, gnash, and generally sound terrible. Higher viscosity oil makes gear grinding worse.
