are those the break cylinders on the both sides of what looks to be the transmission, A friend asked me to look at his tracktor and those are all I can see that could be stuck, he went to get some grease so I can at least get the shafts loosened up, if I have to go further into the cylinders what should I expect to find just inside those covers

The brakes are in those two housings on the side of the transaxle. I assume the brakes are stuck from your message, if so be careful of getting lubricant inside. They work by means of a band and drum with ball bearings that move in a grove that forces the break discs apart to stop. Mine rusted up one winter on me and I had to remove them and bead blast them to get them to work right.
