1470 3-pt problem

Can anyone tell me if there is a common or usual problem with this modle in the 3-pt that causes it to suddenly stop functioning. A friend of mine is interested in purchasing one and he was told that the tractor has always been a good one untill a couple weeks ago when he set a bale of hay down and it wouldn't raise again. All other hydraulics are working. I've not looked at the tractor and am not familier with these new ones. If 3-pt problems genarally cost meggabucks to repair, mabe he should look for another tractor? What are the odds that it is a minor repair? If anyone has dealt with this problem, please let me know.
