My VAC hydraulic system (not eagle) creeps up when system is in down position.

Can someone shed some light on what is causing this to occur? Thanks for your help!

The service manual mentions the following 3 possibilities:

1- Oil too heavy for existing temperature
2- Screws in actuating lever not properly adjusted
3- O-rings in pressure control valve leaking - pressure developed behind plunger

If your hydraulic filter is clogged it could create enough back pressure to lift the arms - especially with no load.

What kind of controller do you have? If it is a three position lever i.e., up-center-down with a spring return to an open center, you could have a leak in your spool seal between the up and open center allowing hydraulic fluid, under pressure, to slowly raise your 3-point.
Go on-line and search under "open center hydraulic system" and you'll find a nice diagram.
