Can someone explain this starter switch location too me. kind of looks original, but seems to be where the shutter rod hole was on the old units.

Yep,

Looks like an M without the foot actuator?

The location of the starter switch is one of those things that IH just couldn't seem to make up their mind about. Depending on the year of your H, that location is correct. Also, depending on the year, that switch would be directly in-line with the steering post, and a small rod went through a hole in the post to make contact with the switch, OR, the switch may have been offset a bit, and the lever style foot operated device is what made contact with the switch. I have changed all of mine to the post mounted bracket with the starter switch. Makes the switch easy to reach with your hands.

I think it is supposed to be up by steering column. probly the wires deteriated and he had to shorten wires and couldnot reach original spot when he put on what looks like new switch. If it were original switch it would be red.
