International 1086 draft/hydraulic problems

I recently purchased a 1978 1086 to pull a 10' cutter and 10' pull type disk, a little over kill but the price was right. I decided to subsoil my 20acre hobby farm and purchased a 2 bottom subsoiler since I have enough tractor now. I was wrong, I can not get the subsoiler to dig more than 12". If I have nothing on the 3 point hitch tne lift arms go all the way up and down no problem but when I try pulling the subsoiler it refuses to go down much even if the draft is set on heavy (all the way forward). The draft seems to work though, if I lighten up on the draft lever by pulling it back slow while pulling the subsoiler it seems to get more sensitive until it eventually comes all the way up out of the ground. Are there any adjustments externally to turn the draft off or lessen the sensitivity so I can pull the subsoiler at least 24" or is this internal issues in need of a pro?

is the top link adjusted so the points will still draw the subsoiler down as it gets deeper? might try shortening the top link to see if it helps. also, there is a slot in the linkage under the platform to adjust the travel on the draft and 3pt levers. you might get more down draft if the lever could be changed. my 1086 will sink the plow until it stalls if the draft is set too heavy.
