My 47 A runs smooth at idle, but sputters moving up to higher rpms and loses power dramatically under load (sputtering quite a bit in the process and sounding like it might die). Running it with the woods mower on it barely runs, sputters a lot, and then occasionally revs up some and sounds more normal. I have a new carb, magneto, and manifold. Adjusted the mixture to where it's running smooth with no smoke. Appears to be running on all 4 cylinders.

On a related note, the throttle lever doesn't seem to have much effect on engine speed after the tractor is warmed up. I just replaced the throttle return spring. Is this an issue with the weights in the governor?

If you have the old carb and mag-try swapping them back in one at a time to see if either helps. A new mag can have a bad condenser as many are bad from new. A new carb can have sticking floats as thay are not run tested. A new carb on an old fuel system can get plugged immediately so check it. Check to make sure the manifold is seated and not leaky. Unlit propane torch at the intakes will tell you.

You need to check those valve clearances too. They may not have enough clearance when the engine gets hot. I would set them at .017" cold.
Suppose to be .014" hot. Hal

You need to make sure you have full stream of gas to the carburetor as been sugeested. Your float may not be set high enough in order to provide enough fuel under load. There's only an idle adjustment screw on these carburetors unlike the Farmall H and M which have a main jet adjustment
screw that enriches the fuel delivery to the engine. If you are using an inline fuel filter
it could be restricting the fuel flow too. It may not be for a gravity fed engine.

You need to check that spark from that mag too.
It should blue in color when it fires. Hal

Check to se if you have a good stream of gas to the carb, sometimes a restiction in the tank valve will allow enough gas to idle with no load but not enough when it gets into a pull. Take the line off at the carb and let the gas run in a pail for a while ,if it peters out your valve is plugged.

Sometime a bad condenser will cause it to sputter and lose power. I had it happen on my Super A.
