Going from the worst, PTO, sounds like an adjustment, there is a small cover on the pto that has two adjustments, pto clutch and pto brake, sounds like they need adjusted so the brake stops the pto in the off position. If it has been used for a long time out of adjustment the bands may be worn out. I've never had that apart on mine but I don't think it would be difficult to fix or that expensive. I think a grill from a 300 or 350 will fit so that's not that big of a deal. Paint is cheap if you do it yourself. Lights are available as are new wiring harnesses, or another DIY project with new wire. Rebuild in 2000 means what??? Does he have recipts showing what was replaced/rebuilt? Does it have power stearing and hydralics? New tires will be around $400-600 or more I would guess, you may be able to find some good used ones for less depending upon what you plan to use it for. My guess to value would be in the $1000 - $1400 range, figuring that if it was painted, replacement grill, lights and wiring, and good tires it could probably bring $2000-2400 in Northern Indiana. For me alot would depend upon what was done durning the rebuild, engine, clutch, t/a??? The more that was done the more I would expect to pay.... I bought mine 20 years ago for $1600, it needed paint and some TLC, 20 years later it's on it's second paint job and I've probably put $500-600 of parts into it over the years. It smokes a little and leaks a little but not enough to take it out of service for an overhaul. Heck of a tractor! It always starts and always gets the job done...
