Looking for IH

I have a 674 diesel that the PTO and Power steering comes and goes, PTO will start if I raise the control arms. If I raise the auxliary outlets (lower right side handle by the right foot step) everything works, has soon as I release everything stops.
I can hear what sound like the engine under a load when I engage the auxilary outlets, Am I causing high pressure verses low pressure when activating the handle?

IH Bug and RAS thanks for your help thus far.

IH Bug Yes, I lost one brake just before everything went to crap. after the tractor had sat thru winter I noticed the left brake was alittle weak (I thought maybe a bad mastercylinder)
I started mowing hay with a conditioner and about 15 acres in I started losing PTO speed, I checked fluid and was alittle low (Not quite to the low mark on the stick) so I added some and the PTO worked fine and I finished up mowing.
the next day I hooked the tedder/rake up and headed to the field as I started I didn't think the PTO seemed just right with the RPM. I adjusted the control arm and noticed the PTO speed had increased with the movement of the arms. I returned to the Barn to check filter.
Thanks to RAS I located the filter and changed the fluid.
I did noticed some fine shavings in the Hy-tran
oil but not alot. the oil in the filter was quite dirty so I drained the fluid and changed filter and fluid. My problem still persist.

What is the fix for this? take everything out and replace the MCV.
Should a International Dealer do this repair?
Is there a repair manual for this tractor, if so which one is the best.
This tractor has 6200 hrs of Mostly bush hogging and baling :)
Any help would be appreciated greatly!!!!!
Thanks Kevin

have you pulled the valve out of the bottom of the mcv yet i think youll find that its sticking just taking it out and cleaning it up may let it work. the clutch plates if they are worn out will let the pto slip also under load fairly cheap and easy to replace have they ever been replaced ? with 6200 hrs and sounds like mostly pto work i expect its high time for a clutch pack. also if its been used while slipping dosent take long to tear the plates out . just finished putting a new pack in ours now have to pull axle off cause think brake is grinding up . had same trouble as you last winter.

Great Deal.
I pulled the valve and cleaned and Yes it's working again.
but I think it needs repacked or I maybe abit gun shy, but I think the PTO is slowing when I get a heavy load in the baler.
What Manual should I buy to help direct me thru this process?
