Since you are doing it piece by piece, remove as much rust as you can. This can be done by sand blasting, or various types of wire and fiber wheels, or hand sanding. Primer will not neutralize rust. Instead of trying to paint every part as soon as you clean it, get a product called Picklex 20, used to be called Rass O Nil; it is a phosphoric acid-zinc combination, available from the mfg, International Chemical Products or from www.autobodystore.com, it is expensive, but a pint will do a whole tractor. Spray it on with a squirt bottle, then spread it with a paint brush. When you are ready to paint, scuff it and apply epoxy primer, and go from there. It will not rust unless it comes in contact with water, inside a building is fine. Lasts for months, maybe years--a good product. Remove the rust first, you cannot expect the stuff to kill rust on the typical brown farmall, it will kill the rust in the pits, etc that is almost impossible to sand off.
