cub hydraulic problems

I have a 1967 international cub with hydraulic problems. I installed a pressure gauge in the high pressure side of the pump. As the control lever is raised or lowered, the pressure comes up from ~30 to ~60 psi. The rockshaft will move up until it starts to pick up load, then it stops. When lowering, it moves very slow and you have to pull down on the rockshaft. The pressure never goes above 60, and returns to 30 if you center the control lever. I suspect the pump is bad, but is there a way to verify this before purchasing a new pump? Are there cheaper places to purchase pumps for this tractor than the dealer?

Any help would be appreciated.

Rebuild kits are available for that pump from IH dealers. They are reasonably priced and the rebuild is easy to do. From the readings you indicate, the pump is barely (if that) working.

My maintenance book talks about a rebuild kit for the pump, but says it only includes seals. No hydraulic fluid is leaking past the main drive seal into the engine crankcase. Could the small seal rings cause this much loss of performance? The mechanic at the dealer said the aluminum housing can wear causing blowby. Is he just trying to sell me a new pump?
