I removed outside wheel weights from a Case a while back. Some of the bolts were frozen in the holes and some were loose but all the nuts were rusted fast. I used an impact socket and 3/4 drive ratchet with a cheater bar. The nuts broke off the frozen bolts without moving, and I used a big pipe wrench to hold the loose bolts untill the bolt twisted in half. A large punch knocked out the broken bolts.
Be sure to be out of the way BEFORE the weight drops off.

I doubt very much if the paint has anything to do with it. Those bolts are more than likely rusted solid, you will need either an air impact, or an oxy-acetylene torch, and heat the area around the bolt, you won't hurt the cast-iron wheel any. I encountered the same thing a few years ago, I thought penetrating oil and patience would solve the problem, but after about 3 weeks, I ran out of patience, and went for the torch. Problem solved.

I assume you have access to the nut. If so, take a cold chisel and a good heavy hammer and cold chisel a good notch on one of the flats. This should breal the nut loose and expand the nut enought that you should be able to take a wrench and get it off. If the bolts are stuck in the holes after you get the nut off, then screw a nut half onto the end and then another bolt into that nut. Now you can use a good heavy hammer to knock the bolts loose without damage to the treads of the bolt.

Joe, I had the same problem, although I took tires off and used a hacksaw to saw through one side of the nut and then used a cold chisel and small hand sledge hammer. I used this method on my Super A but Im sure it will work for you as long as you have access to the nut.
