What is this thing on my I-544

On my I-544 I always assumed this front bracket was for front weights. Apon further inspection in my user manual this is not a weight holding bar.

Does anyone know what this bracket is for? I have included 3 view of it for clarification.

It is the front weight bracket for the IHC suitcase type weights.

thats where I have seen weights put, I even have a set of them on my 801 fords blade. I know what are IH parts doing on a ford, well they make it more of a tractor of course LOL
