Jeeper, Yes you do want an over run clutch on your 100. The reason being even with your clutch in your PTO when engaged is still connected to your transmission and the rotating mass of bush hog will keep turning the gearing in the transmission. This will keep your tractor moving even with the clutch in. You can clutch quick and disengage the PTO as I used to do as kid but sooner or later you will miss it and get pushed right into the fence. With a non live PTO the only way to engage it is with the clutch in and It makes no difference weather your transmission is in gear or not.

As far as I know, the 100 does not have LIve PTO, so you don't HAVE to have a run on clutch adapter, but it certainly is recommended. Not sure what you mean on your second question. You have to have the clutch disengaged when you either put the tractor in gear, or the pto in gear.. It doesn't matter which one you put in gear first.
