Ted- Most likely the governor to carb throttle shaft linkage is binding. Suggest you proceed like this: 1 - Remove the sloped cover from the top of the governor riser (it’s the cover with the vent tube running from it to the head). With the governor handle set at idle try to move the bellcrank by hand - it should move up and down freely. 2 – If the bellcrank is binding, remove the pin from the bellcrank Now try moving the governor rod (the vertical link) up and down, and rotating the throttle shaft (the horizontal shaft) back and forth to figure out which one is binding. 3 – If you find the throttle shaft is stiff, try loosening (but don’t remove) the two screws in both the retaining plates at both ends of the throttle shaft tube. Wiggle the tube around then retighten the screws. If the throttle shaft is still stiff, the problem’s in the carburetor (bent or sticking throttle plate shaft). You’ll need to remove the carburetor to fix. 4 – However if it’s the governor riser rod that’s sticking, it’s time to go inside the governor. Problem could be a worn out thrust bearing, worn rockshaft bushings, a simple buildup of sludge, etc.
