Engine RPM too low

It’s me again. Thanks to everyone who helped me stopping the leak in my carb.

Farmall 350

I now have the tractor running good at high idle, but the RPM’s are low (About 1100 when it should be 1925). I’ve fiddled with the carb adjustments and can’t seem to get it to speed up at all. Here is a background of what I did to the tractor when I replaced the carb that may have created this situation:

1) When I took off the gas tank I removed the engine speed control rod. I disconnected it in front of the gas tank. I do feel I put it back together correctly, but I did pull on the linkage quite a bit to get everything back together.
2) I had a difficult time getting the throttle plate back into the carb. It didn’t go in how I remembered it, but after I got it in the plate rotated freely in the passage.
3) I replaced the throttle plate shaft with a new one that came in the rebuild kit.
4) To idle adjustment needle is only 1/2 turn off of the seat and doesn’t seem to have any effect on the engine. If I have the needle out any further than 1/2 turn I can notice smoke coming out of the exhaust.
5) When I increase the engine speed it will over shoot 1100 RPM to about 1500RPM and then quickly slow down to 1100RPM again.

What should my next step be? Put in the old throttle plate shaft, look at the valves, double check the timing, re-adjust the governor? I did remove the sleeve between the governor and carb and checked for any build-up. It was clean and the shaft seemed to rotate freely in it.

Sounds like your throttle plate isn't opening all the way.

You need to reajust your throttle linkage. The service manuel or operators manuel will give the specific details.
