There is an adjustment for the timing on the end of the distributor. Loosen the holding clamp and rotate accordingly. If the engine performs good, I would think twice about messing with the timing.

To improve starting, you might want to double check your spark plug gap. Recommended gap is 0.025” but I have used 0.030” successfully, and they start a bit better.

Try draining the carb. See if that won't dislodge the material. You might rap lightly on the side of the carb while draining it. If that doesn't work remove the carb from the tractor. Take the top off the carb and check the needle valve and seat for junk. Check the float level.

I have put inline fuel filters on all of my tractors.

Adjusting the timing. Loosen the distributor bracket and rotate the distributor. My guess is that the tractor is in time. I would not adjust the timing until I had solved the carb problem.

Go to one of the tractor/farm supply stores and purchase an IT manual for the tractor. $30.00 well spent.
