I too am having trouble getting my 1946 H running. It was sort of galloping except while under full load. I took the carb off and cleaned it up a little. When I put it back on the tractor would start but would only run on full choke and the throttle would not slow down the racing engine. Is there a special trick to gett the governor connection back in just the right allignment or something. The loss of throttle baffles me.

John, having to run with the choke closed and the engine racing are two separate problems. The carb float on my '47 H was set to low and I had to choke it like you have done to keep the engine running. Re-adjust the float level and make sure the needle valve isn't stuck.

The revving problem is probably what Mag Man covered in his post.

Yes there is a Kinda V shaped part in the carb that has to have the tang in the gov tube fit in side . sound like you put yours together at one side or the other of the V use a flash light to see when you put it back you may have to loosen the carb a little if you cant get it right in place. JON

What i dp to line up the shaft is try to get it about right where it needs to be then find somebody to just move the throttle lever back and forth till it pops in. One other thing it could be is the idle speed on carb if it s too much then it will run like at alot of RPM's\
