sometimes you can pry under the spring with a tire iron and get them to pop up.

A method I have used many times over the years is soak the valve stem with penetrating oil or wd or simular PB Blaster I you have it. Then just bump the top of the stem with a hammer (use the handle end). Don't drive the valve down, but just keep bumping it. Let it soak overnight, and then repeat. Might take two or three days. Watch for the stem to start working it's way up. Then bump a little harder. Etc, etc. If this fails, I've bent a piece of 3/8" rod on the end so I could stick it through the spark plug hole and pry up on the valve head. It takes a little "eyeball measuring" to get the right bend. I put a thin piece of wood in the bottom of the plug hole to protect the threads. A popsicle stick works fine. Just keep worrying the valve, and 90% of the time it will come loose. We won't talk about the other 10% of the time. Ken

Very good advice, this method usually does work.
