Need a little basic course on the old style governors (F20, Regular, 10-20, 15-30, etc). When you start the engine, what should the governor do? Should it try to open the throttle, all the way, until the throttle lever stops it's travel? Or should it be trying to close the throttle?

the gov works to maintain the set engine speed.
Engine speed is set by the hand throttle off idle or at idle by the idle stop screw. Advancing the hand throttle a small amount with engine off will almost immediately open the throttle plate wide open. Firing the engine, the gov will tend to close the throttle plate. If you go uphill or otherwise load the tractor the gov will open the throttle plate as necessary to maintain set engine speed. If you go down hill the gov will close the throtle plate in an attempt (albeit not nearly as effective) to do same.

Typically, with an engine stopped, when you advance the throttle, the hand lever pulls on the governor spring, opening the carburetor wide open. As the engine starts, and approaches the speed the throttle lever is set at, the governor weights will overcome the tension on the governor spring, and begin to pull the carburetor butterfly shut.
