Basketcase tractor. Cleaning Carb, but cannot get air to blow out what I think is the idle circuit. Tiny brass tube running verticle from near the mixture screw at base of carb. Looks like a Needle may slip inside. Compressed air will not go through. Carb not particularly laquered up, but till soak in laq thinner overnight.

Any suggestions?

If it's the the shorter brass tube for the idle circuit - the one that is positioned 90 degrees from the flat surface of the body of the carb - I would clean out the passages but not try to remove it. I've heard from a few sources that it's easy to mess up both the tube and the threads it screws into so, if you can get the passages clean, that should be enough. My 2 cents.

Let it soak for a few days, have you removed the bigger brass metering stem in the center of the bowl? if that is plugged up, the passages go though the casting straight to the metering stem, usually, the stem gets clogged up, and it spreads into the idle circuits. you should be able to hit it with the air from all the passages around the jet, where the metering stem is located, and air should come out both holes you described. if not keep soaking it, and blowing it out with air until it cleans out. Worst carb I have ever messed with was on off of a burned tractor, took me 2 weels to get it cleaned out, it runs great!! Hope this helps,, ChadS
