Guys thanks for all the help. I went home and took a wire brush to the crank pulley and I did find that it had 2 timing marks and guess what I was using the wrong one to set the rotor cap to the #1 tower on the dist. cap
Then I finaly realized you could losing the 2 bolts at rotate the dist like a regular car one instead of un-bolting it from the block and adjusting the dist gear to the cam gear what a dummy. Once I had the right timing mark everything lined up great rotor pointed to the #1 tower perfect then I losened the dist and static timed it like the book says and I hit the key and it fired right up and ran 100% better. The next day I did a complete carb rebuild new jets and the works. It ran better with that but still could not get it completly smooth at high rpms.
I then did the fuel level check on the carb and found out I adjusted the float wrong I have 1/2" to much fuel in the float bowl causing it to run super rich and I hope once I get it set right that the engine will smooth out and I can get the correct adjustments out of the high idle screw.

Your right it makes it nice to work on! and if they were not forging there would be fewer people out there working on them and fewer tractors to work on.

Trial and error is the way most of us learned. Isn't it great that these old tractors are so forgiving?
