I have a 66 cub I've been dinking with. I reccomed you get an I&T IH-8 manual.. it covers the cubs prior to 57. My cub is inthe IH-50 manual. If your governor is similar to mine, you will notice that is controlls engine rpm, based on the throttle setting. As you know.. your hand throttle is what tells the governor what the power demand is. once set, the governor will attempt to maintain engine rpm up to its capability.. thats why when you hit a heavier load.. like mowing and hititng thick grass.. the rpms drop a tad.. and then come back up as the governor compensates. If you need choke to run.. you may have any number of problems from blocked fuel delivery due to a non vented cap.. but that usually takes a few minutes to develop.. or could be trash in a screen, or the mainjet inthe carb.. or in the float needle. Could also be weak sparks needing an enriched mixture to fire better. Could also be a vacume leak leaning out the mix needing carb choke to enrich it back claose to normal. The 'propane' test will help find the vacume leak. Simply take a small plumbers propane torch and open the valve.. ( don't light it! ) and wave it around the carb and manifold. If you get a change in engine rpm when you do this.. you have found a leak, as the propane is getting sucked in and enriching the combustable mix. If you still have the oem IH carb, TSC carries the kit to rebuild it. if you have the newer zenith carb from the cub 184/185, I know you can get the kit at napa. See my above post for the number.
