Is it 6 or 12 volt? If it is 12 volt, it should have spun it over easy. If 6-volt, you may have had a bad starter, poor cables, poor battery or combination of above. Take out the spark plugs, grab a crank (or the fan) and see how easy it turns over. You should be able to roll it over fairly easy. If not, you probably have some bearings that are too tight. If it rolls over easy, then you have electrical problems including starter, cables, and battery. If it is 6-volt, I’d convert it to 12 volt. When I overhaul and engine, I check, check, check to make sure things are turning the way they should. After just the crank is in, it should take a “bump” to get it rolling and then roll easy. If not, the main bearings are too tight. After each piston is in, it should take just a little bit more effort than it did before. If it locks up or takes a lot more effort to turn after one piston is installed you have a tight bearing or a bent rod. You shouldn’t even notice when you put the camshaft in. Before you put the head on the engine should roll over smooth, with minimal effort needed to overcome the friction resistance.
