An IH history book I read explained it thusly:

From the original H to the 350, the basic tractor had received a major increase in horsepower. From the C to the 230, the increase wasn't so dramatic, so there was a huge gap between the 230 and 350. IH intended to remedy this in the next series (i.e. 140, 240, 340, 460, 560).

It just so happened that the 340 engine was ready during the production of the 350 Utility, so someone at IH had the brilliant idea of putting the 340's engine on the 350 Utility rear end, and fill the existing gap. Thus, the 330 was born.

Here's an idea for a unique project: Instead of building more Super H-TAs, how about a FARMALL 330?
