If the fuel is leaking around the adjustable main jet, try tightening the packing. If the fuel is dripping out of the felt plug at the bottom of the inlet, the float needle may noy be shutting off the gas. That could be due to a problem with the float (leaks, pivot, adjustment) or with the needle and seat (dirt, wear, age). Other leaks can be from the base of the spray tube.

Try tightening the packing nut. When you have done that, you might need a screwdriver to turn the main jet adjustment screw. If that does not help, you will need a new packing.

I am not sure if IH still has them. If not, they come in the TISCO complete kits. If the packing is in the basic kit, it will be a little cheaper.

When you replace the packing, it is traditional to get a crumb of the old packing that blocks the fixed part of the jet. When compressed air does not clear it, carefully try to push it through with a soft copper wire. Then take the carb off again and blow it out from the inside.

This may not be "normal" it is quite common though if one is not leaking most likely it will be soon. If it is just very slow drip most just shut fuel off at sediment bowl when parking tractor. This is a good practice because if you leave fuel on it is almost certain that sooner or later you will come out and find ring of fuel on floor under tractor. Have been around Hs and Ms for almost 60 years and most had slight leak or seep at carberator.

you didn't say when it was doing this/ while your trying to start or all the time. if its when trying to start you may be flooding it if all the time you may have a bad float or a piece of dirt stuck in the needle. LOL David
