Kirt, Having read your post and the responses, including yours, I am inclined to think that you bought a PTO seal, but you really meant to replace the belt pulley shaft seal. These are two different seals. To replace the pulley spline shaft seal, you must remove the spline protective sleeve which is held in place by a retainer washer and bolt at the end of the spline. Then remove the seal retainer which is held by three cap screws. Remove the seal and press in a new one. The new ones differ from the originals in that the new seals are neoprene rather than leather, and are much thinner, (1/4 in approx) To install, make sure you apply some grease or patrolium jelly to the seal so that it will slide over the spline and onto the seal surface. Pounding these seals into the seal retainer invites disaster as it is very difficult to keep the seal straight and it is very easy to distort or trash the seal. Pressing works better, but either way, starting the seal straight is important. Unless the PTO shaft is leaking, I wouldnt think it would be necessary to replace it just for the sake of replacing it, as it is much more involved than replacing the pulley shaft seal. There is not a removable seal retainer for the PTO, and the original seal, because of its thickness is a bear to get out without removing the entire PTO assembly. Even with a seal puller, it is a difficult process. The new one is simpler to replace, simply because it is thinner. As some have said, it is possible to stack three replacement seals in place of the original PTO seal, but it really is not necessary, because of the composition of the newere seals.
