Cub Compression Problem

I have a 1949 Cub that is in real nice condition except it won't run. I have narrowed it down to compression I think?? I am at 8000ft altitude in Colorado and I realise that creates some issues. But I can't seem to get more than 30# compression. I also have a 1950 Cub and that one gets 50# & I have not done any work to it . The 49' had 0 -10 # when I got it, the valves were toast . I replaced the valves, reserfaced the seats and put in new rings and rod bearings I have the head torqued to 45# just like the book says. But I still can't get more than 30# the book says 120#, at my altitude I would be happy with 80#.I don't know what to do next unless the head is warped, I have heard that can be a problem with Cub's .
Any suggestions???? Any and all help is appreciated.

Sorry forgot it was a flathead cub, no V/cover on top, V adjust cover is on side. (still works the same.

also how about the valve are they adjusted right Get it at top dead center and put air in the spark plug hole with the compression hose and a little home made deal and se if she holds the compression .And what big dog sais too. Maybe the rings are just froze up to the piston a little usally theyre seat after you run them for a while. Take you head to a machine shop and have them put it on there straight table to see if its warped and shave it if its not to bad. Just a few thoughts

The other answers might be the ticket, But I would rather believe there is some other issue before teardown (again). Three items come to mind (45years of Wrenching) 1] THE COMPRESSION GAUGE IS TOAST??, 2] the valve timing gears have been assembeled wrong (out of time valves will cause this directly, and with the v/cover off it is simple to observe the approximate correct valve action. If the distributor/mag has not been removed, the spark will occurr at a wrong point in the rotation, no where near the timing mark), 3] the throttle is closed tight (idle secrew out, and throttle closed) sucking a partial vacuume will also indicate very low comp.
