I've been told this is caused by a head gasket or cracked head but i have a question. When i got the tractor somebody had put the wrong radiator cap on it and it could not vent out the overflow because the spring on the cap was too strong and it blew holes in the radiator. I cut the spring off the radiator cap so it could vent to the overflow whenever it wanted to. Could the cooling system be sucking air up thru the overflow tube causing the radiator to foam?

Rusty's right. Foaming is caused by air being pumped through the water (like blowing through a straw into a glass of milk). Them 4 big pistons make pretty durned good air pumps. You've got a leak between the combustion chambers and the water jacket/galleries somewhere.

First, you need the correct radiator cap.
Second, Even if some air did get in through the overflow, (which it is supposed to do), it would not cause the foaming problems.
Third, you still need to remove the head and check it for cracks, and replace the head gasket.
