3414 Steering Problems

I'm looking for help diagnosing the lack of steering on the IH 3414 I just aquired. I have both a parts manual and the I&T shop manual, but it doesn't explain how the flow divider and control valves actually work, or the fluid flow. I currently have no steering at all. The wheel spins freely. I can hear "gurgles" in the hydraulic reservoir when I turn the steering wheel with the engine off. I suspect the problem may be in the control valve, but I hate to just jump into it blind. Any suggestions would be greatly appreciated.

Do you have a backhoe on this unit? The system should have a dual pump, one for Hyds. and one for PS. If you have BH there is a diverter valve to change from swing on BK to PS.

Thanks for the replies. No, I don"t have a backhoe. Mine has a PTO and a drawbar. I will look for the lever, but I"m pretty sure that on mine, that"s where the lever to engage the PTO is located.
