Cub engine speed and voltage

Two quick questions - I don"t have time this morning to search the arcives but will ASAP:
My new "48 Cub will not change engine speed when I advance or retard the throttle lever! Seems to run well below 1000 rpm, guess around 450 (by ear). Any suggestions would be appreciated.

And: What is the majority feeling about converting the cub to 12 Volt?

Verify that the linkage from the governor to the carburetor is not sticking. If that is free, it may have a broken governor spring.

Check your governor to carb linkage. There is no need to convert to 12 volts. Just maintain the 6 volt system and it will crank over like it should.
