Sounds like a fuel issue. I assume the filter installed in front of the carburator is an inline filter. Some inline fuel filters do not work well on gravity feed systems. Replace with a filter that does. Before you tear everything apart. Check the fuel flow at the inline filter then again at the carburator. Remove the plug from the bottom of the carburator. Catch the fuel but observe the fuel flow for several minutes. At the end of 2-3 minutes you should have a quart or so of fuel in your container. It may be that the inline fulter is clogged up already. If the problem in crap in the fuel tank. Remove the tank, sediment bowl and clean the tank. Flush with water first, shake a chain all around the inside the tank, flush with water. Be sure you let the inside of the tank dry - outside in the sun for several days or vacuum cleaner on exhaust in tank filler opening for 4 or 5 hours. Redcote is a product availabe at most autoparts stores. Redcote will seal the inside of the tank. Be sure to follow the directions and allow the tank (Redcote) to cure for several days after application. Do not rush the curing process. Any water or fuel before its cured and it won't work. You can tell by the lack of oder when the Redcote is cured.
