I bought a M last fall and had it running pretty good after some minor tuning. It has now started spitting oil from the manifold just above the carburetor and fouling plugs. I don"t know what the two small holes are so I call them weep holes in the bottom corners of the manifold collector box. The oil is being spit out of the front hole just above the governor to carb linkage. Why do some H and M"s have these small holes and others do not? What am I looking at to get this problem fixed-valves and guides or worse?

Those holes are there to let rain water escape before it can run into the cylinders and ruin an engine, the only way engine oil can get in there is from the cylinders. I think you are long overdue for an engine overhaul. At a minimum you will need to replace the rings plus a complete valve job. And yes, the valve guides are probably worn.

More on the drain holes. I have a Kerosene W6 and noticed one small hole (maybe 1/8") in the bottom of the manifold. I was a little concerened that it had rotted out, but you say it should be there?????
