Hi Galen, again no expierence on gas 454 but lots on Diesel model. If the choke has to be 1/2 closed and it still coughs then the air fuel mixture is to lean. Now this can be caused by many things:
1)lack of fuel flow to carb.
2)carb jets out of adjust.
3)float level to low.
4)vacuum leak around manifold etc. Try the old trick of spraying WD40 around the manifold and carb area while the engine is running. If the engine speeds up then there is a vacuum leak in that area. BECAREFUL NOT TO IGNITE the WD40, have a fire extinquisher nearby.
5)low vacuum from cylinders, caused by valves not closing or worn rings. Quick check is place your slightly spread apart fingers over the air intage of the carb. There should be significant air flow between your fingers. BE CAREFUL NOT TO BURN YOUR FINGERS IF IT COUGHS THROUGH THE CARB WITH HOT GASSES.
More indepth test is to compression test each cylinder.

Is there any possiblity the carb was assemble incorrectly? About a month ago someone on this site was complaining about similar problem after a carb rebuilt and someone reminded him that the carb venturi can go together in either direction and to turn it around and it solved his problem.

Are you positive that the spark plug wires are connected to proper cylinder as per firing order?
