George W. answered my question on which side the carb level goes. Thanks! But, it brings up another question.

why does the IH sheet that comes with the carb rebuild kit and pictures of the IH carb I have seen have the lever on the outside? Is this a mistake?

Perhaps the question is about the choke lever. The IH Cub carburetor has choke levers on both sides. The lever on the side toward the engine has a hole for the choke rod which the operator can reach from the seat of the tractor. The outside lever is for operation standing on the ground, such as when hand cranking. Also, when printing is done, the printers are not always familiar with the equipment for which they are printing instructions and manuals and sometimes a photographic image will be reversed.

That carburetor probably has several different applications. Depending on what the carb is being used on, it may need the choke lever on the other side. The instructions included with carb kits are not as good as they used to be, and most carb kits come with absolutely no instructions, or the instructions leave out so many important details that you could apply the info included to just about any brand of carb. Be thankful that you had as much info as you did.

I wanted to thank all for their insigt to my question. I had kinda figured that may be the case. It is really good to see such a good group willng to share their comments. I'm sure I may have a question or two in the future as I (and my boys - 5, 9, and 12) are in the process of tearing down our cub to restore to its former self. thanks again to all!
