I removed the starter to check out the ring gear teeth. Looks as if the starter drive is bad. Easy enough to remedy. but in my typical fashion I dropped a bolt into the opening where the starter fits to the ring gear. Is the bolt a problem in there, or harmlessly out of the way?

I tried to remove a plate at the bottom, sort of under where the ring gear is, in order to pull out the bolt. I won't come off and when I wiggle the plate, feels like it is attached to something on the inside.

as already pointed out, 2 bolts remove inspection plate, voila!

4 bolts hold the belly pump on.

Again I ask, WHAT PLATE!? On all 3 of my Ms none have a clutch inspection plate. What year did they add this? My 3 are 2 41s and a 40. The yis a flap on the side to grease the throw out bearing but nothing else.

I always seem to have a 1/2 hour job that ends up taking half the day. I guess it keeps me from 'idle hands" and getting into other real trouble with my wife.

As Jani said, you have likely tried to remove the hydraulic (Lift All) unit to get at the lost bolt. That unit is very heavy and the drive connection to the transmission as well as the pipe connections and the control connection on the side has to be removed to get it out. It is held in by four 3/8 inch bolts. If you decide to remove it, make sure you have help and do not drop it on any of your body parts, as it weighs more than 100 lbs. I also, do not agree that the bolt will do no harm. I don't think there is room between the ring gear and the housing to clear a bolt of the size (1/2 inch??) that holds on the starter. It's gonna get wedged between and something will be damaged. I think the magnet suggestion is a good start. Beyond that, I don't see much option except to drop the lift all unit. I'll take a look at mine tomorrow and see if there is an inspection hole I've forgotten about.

Remove the clutch inspection plate at the bottom of the bellhousing. 2 bolts. Done.

Yup and when you have the inspection plate off give your throw out bearing a couple of shots of grease as it should have a grease zerk in it.

My guess is it won't hurt anything.
The plate is probably the Lift-All hydraulic pump. It is inside this location. It can be removed easily, however there are mechanical connections hydraulic fittings, and a lever to disconnect and it does take some effort, and is heavy enough to use a floor jack. The main thing to tell you is to get a manual. Here to the left, or Ebay the best verbal description is less than the pictures and procedures in the books.
