A rubber tipped needle valve would certainly help. Make sure the float isn't dragging on the side of the casting. On my MH Pony, I didn't have fast enough flow coming out of the gas tank, and it didn't have enough flow to shut off the needle valve. Open the set screw on the bottom of the carb, let it run into a container for at lease a minute, if you are only getting a dribble, you definitely have a flow problem.

That's very odd because I've read more people swearing AT rubber-tipped needle valves than swearing by them. They tend to stick in the valve seat.

Frankly, the proper operation of the float shouldn't be determined by the amount of fuel that flows. When the bowl fills up, it should lift the float, which in turn will push the needle valve up and shut off the fuel. This B carb obviously isn't doing that, so you're probably looking at a float or needle problem.

Check the float and make sure it's not catching on the side of the carb bowl.

Check the float for pinholes.

Check the float for proper height.

Always shut off the fuel at the tank when shuting off the tractor. The gravity feed system will drain your fuel on the ground, or even (yes) fill up the engine with raw gasoline.
The needle and seat need attention, as mentioned in the other posts. I believe either a brass, chrome, steel, or Viton tipped needle will work fine. The needle and seat should be replaced as a pair from the same source to prevent binding and mismatched angles. If it stops the flooding, it is working. Shut off the fuel even when fixed.
