Idling Problems on Super C

I have just finished putting my SC back together.
I cannot get it to idle down properly. The throttle lever is way to far forward for it to idle properly. If I move it the slightst bit, it will die. I have made all of the adjustments according to the manual that I know of. This tractor has a Carter carb & it has been rebuilt.
Any help would be appreciated. Thanks.

It sounds to me like the idle fuel passage in the carburetor is plugged and/or the idle speed screw needs to be screwed in to prevent the throttle plate from closing all the way.

With the carburetor off, I usually start the setups by setting the mixture screws backed out 1.5 turns from being fully seated in. Then I look at the throttle plate and adjust the idle speed screw so that the plate is beginning to open up. Then put the carburetor on and start it up. I then play with the settings, backing out the mixture screws until it runs poorly, then screw them back in until it runs poorly, and set it about mid way on both the idle and full load screws. Then I back out the idle speed screw until I get the idle speed I want. If I can’t get it to idle down slow enough, I know that the idle passage is probably plugged.
