Stuck upper petcock

Am I on track or off thanks in advance for suggustions or hopefully a 'your Ok'

Changed the oil in my M. Prior to changing checked the lower petcock and oil dripped. Checked the upper petcock and nothing dripped.

Drained the oil in the engine and oil filter. From archieves I read that 8 quarts is what an M holds. I added oil until it ran out the lower petcock (around 6 maybe more) and ended up adding around 7.5 quarts. Then added 1 quart in the oil filter (10w-30- in Nebraska for winter). My oil filter is add on. See pic. Also changed the oil bath with 30wt.

I never did get any oil to drip ou the upper petcock so I blew air up there and still nothing. I was turning it counter clockwise. Do I need more oil or new petcock.

You can, as others said, either clear it with a piece of wire or screw it out and clean or replace. It does matter that the oil not be over filled; I don't know this from my own experience but heard Click and Clack explaine that if the oil is too high the crank shaft will whip it into foam and it won't pump properly.

Yes that is true. But they are also talking about newer car motors that only hold 5 quarts if they are lucky. With 8 quarts in the pan that 9th quart probably won't foam enough and the other 8 quarts probably won't get all sucked out at once to starve the pump. I don't know just how deep the crank goes into the pan on these engines but there may be room for another quart or 2. It's not like today where they build everything on the cheap. And on top of that today (on a v-8) they have 5 quarts going to 16 lifters, 2 rocker shafts with 16 rocker arms, 3 or 5 main bearings, and 8 connecting rod bearings, plus the cam, with no room under the crank for a 6th quart. On these old machines they have 8 or 9 quarts going to what, 3 or 4 mains, 4 con rods, 8 rockers, and the cam. Now why is it so important to keep that oil off the crank in these newer motors? A whopping 5 quarts of oil, that's why. But I'm no expert so every automotive engineer out there will probably tell me i'm full of it. But they can save a dime stamping their oil pans and sell a new motor a few years down the road because they saved that dime now and someone ran their oil 20,000 miles and the sludge from having such a small amount of oil pumped through the motor so many times wouldn't lubricate anymore. But unless we've a degree hanging on the wall we don't know what we're talking about, like we can't think about things and see why this causes that, right? well, to that I say, let my motor hold more oil, or I will find a way to let it hold more oil, and go 20,000 miles on an oil change too!!!!

If no oil drips from that upper petcock after adding another quart of oil. I would run a piece of clean wire into the opening on the petcock to
see if has some dirt or sludge blocking it. Hal

You are ok.

As long as oil drips out of the lower petcock it is safe to operate the engine. It seems to me that I always put in 9 quarts of oil when I change in my M and that brings the level a bit above the top petcock.

That is 8 quarts in the crankcase pan, does not include the filter. Start it, run it awhile, let it drain down, and add until it runs out the upper one. I suppose it could be plugged. It will take a small pipe wrench or vise grips to get it out, you will garf it up some. Turn to left to remove, has normal threads. New ones are available.
